 The Horry County Memorial Library uses social media to further its mission to provide educational opportunities for all residents of Horry County. Social media is used to communicate with customers, share educational opportunities offered by the Library, and continue growing the Library community.

 

While the Library encourages an open forum, posts and comments are moderated by Library staff. The Library reserves the right not to post and to remove comments that are unlawful or violate this policy.

 

Guidelines for Use

 

The Library reserves the right to remove inappropriate content, including, but not limited to content that is:

·       Profane

·       Sexual in nature

·       Threatens or defames any person or organization

·       Incites violence

·       Violates copyright or the legal ownership interest of another party

·       Promotes or advocates illegal activity

·       Repetitive, duplicative, or unrelated to the topic of the post or thread

·       Promotes commercial services or products, proselytizes, or is spam

·       Promotes, fosters or perpetuates discrimination

·       Reveals personally identifying information including but not limited to email addresses, phone numbers, addresses, medical information, etc.

·       Considered campaign activity

 

By commenting or posting on a Library social media platform, customers agree to these guidelines.

 

Penalties for Policy Violations

 

According to the Horry County IT/GIS 2018.001 Social Media Policy, section 3.3.3:

The County reserves the right to deny access to official County social media sites for an individual who violates the County’s Social Media Policy and Guidelines. In addition to removing comments that do not adhere to County guidelines, the person posting the comment could be blocked/banned at the discretion of the County.

 

According to the Horry County IT/GIS 2018.001 Social Media Policy, section 3.3.4:

Any comments or posts deemed to be a threat to any County officials, employees, citizens, etc. are taken in a serious manner and may be subject to review by the authorities. Users take personal responsibility for their comments, and any information provided. Comments and submissions posted to any County social media site are subject to all applicable local, state, and federal laws.

 

Customer Request for Reconsideration of Content and/or Comments

The Library recognizes the need to provide Library social media users a means of expressing support and concerns about content or comments appearing on the Library’s social media platforms.

 

Users can report any concerns to Library staff. Staff will assess those concerns in relation to the guidelines provided in this policy as soon as possible. The Library will remove comments and posts which are in violation of this policy but will not unilaterally remove all posts reported.

 

Customer Privacy and Confidentiality

 

Library staff strive to protect the privacy and confidentiality of customers using the Library’s social media sites. For more information, please refer to the Library’s Privacy Policy.

 

The Library is not responsible for the privacy practices of the social media platforms it uses. Customers should make sure to read the Terms of Use and Privacy Policy of any social media platform they interact with the Library through.

The Library disclaims any and all responsibility and liability for any content deemed inappropriate for posting. It is not responsible for any customer generated comments that may appear on the Library’s social media sites. Such posts are the opinion of the poster only, and the publication of a comment does not suggest agreement or endorsement by the Library. The Library is not responsible for the removal of content by online social media sites. Comments expressed on social media do not reflect the views or positions of Horry County Government, the Library, the Library Board of Trustees, or Library employees. Social media users should exercise their own judgement about the quality and accuracy of any information presented on social media.

 

 The Library Director is responsible for the establishment and administration of this policy.
