The Horry County Memorial Library Board of Trustees encourages the organization of nonprofit community groups whose primary objective is to support the programs and services of the individual library branches. These groups shall be known as “Friends of the (library name) Library.”
The objectives of these groups shall reflect the following:
· To create public interest in the Library
· To promote knowledge of the mission, services, resources, and needs of the Library
· To foster public support for the development of the Library so it may adequately serve the needs of the people of the community
· To provide financial support for the activities of the Library
Membership in the Friends shall be open to all residents of the community and users of the Library.
Meetings shall be open to the public and should be attended by a designated Library representative. General membership meetings may take place at the Library.
The Library encourages the Friends to sponsor programs and activities and to raise funds for Library support. Specific activities and purchases shall be approved in advance by the Library.
The Friends shall maintain liaison with their respective Library manager or designee who shall be invited to attend Friends’ meetings. Library staff members shall not serve as elected Friends officers to avoid conflicts of interest.
The Library shall provide official recognition of the Friends group when it is satisfied that the group will organize within the framework listed above.
To maintain official recognition, Friends groups shall meet at least two times a year and shall notify the Library manager and the Library Director of changes in officers.
The Library Director is responsible for the establishment and administration of this policy.
